I'd be wary of any mass submitting software. Wouldn't Google likely flag that a site has instantaneously added 1000 links in a few hours?

Absolutely right. You definitely want quality not quantity, at least not overnight.

Personally, I use Brute Force SEO. The last I heard, they had already passed the halfway mark for the 3,000 1 week free trials they were offering. I added the link to the promo offer to my signature. Watch the demo video (the actual demo, not the advert) to get an idea of what all it does.

FYI: I don't think he touches on this in the demo, but every month about 30 new high-ranking sites are added to the list.

Article writing is probably one of the best options, especially if you publish content to your site too.
I have a good strategy on this.
Just spend an hour writing a reasonable article on a specific subject, and then submit it to one article site. Then edit it and submit to the next, then edit again...

By the time you've submitted a different version of the same article, improving on it with editing each time, you have links from several article sites and the best version of the article to add to your own site.
