Which type of design do you think is the best

1) Assign to the center of the browser window
2) Assign to the left side of the browser window

As for me - I think the assign to the center is better.

I think centering is better, since you never know what screen resolution people have set, if you left justify your pages, you can end up with a huge blank space on the right side that just looks bad.
