I think every affiliate program accept a chat traffic. It doesn't matter how you promote them if you make sales.

But if you're going to sell it then this is another story. It's not a problem to sell it because every traffic costs something, but I don't know about it's price.

Chat Traffic is goes like this... We are selling thru chat we are lookings for a clients wants to sign up to the site that we are selling and after they will going to use the site for chatting or downloading a video. We are going to introduce the site what is inside the site and when they sign up thats the sale of ours. And we will going to send them the link where they can sign up thru chat only thru click only. We are not promoting thru e-mail or spam.

I do NOT know what PPS is, but I am willing to learn.
It seems that it could be a good new (for me) source of revenue.
I looked at your solo site, but didn exactly get if it is for the site owners or for affiliates.
Anyway, if you pls post a couple of links that will point at some info, I'd be happy to follow.
All my sales go through ccbill, and I do not have an independant account for handling the members payments. I have a merchant acccount account for selling my DVD's, but I don't think it will be good for that purpose.
So, I do want to wark with you, just tell me how to start.

1. I still don't understand: are you offering a services of your company or just suggesting a way to increase a traffic?
2. The wayccbil is setup is very simple to do it through it: every sale from every affiliate could be easily tracked to him/her, and, as you wanted, they have all the possible subaccounts.
3. Chargebacks are the things that you can't avoid, there are always some smart asses who signup to take as much as they can and then dispute the charge :) But in case of ccbill it is not a problem, the charge back will be taken back from the affiliate as well as the site provider. Ebem though they don't happen too often, they always exist.
By the way, your calculations are totally wrong, but it doesn't matter :) I am interested in working on this collaboration (if you have your company that does that)
