WebCeo is the best free/paid tool. You can submit site to search engines for free. Advanced features are not free.

Brute Force SEO is a great one, and the last I saw they still had some free 1 week trials still available at http://www.bruteforceseo.com/?offer=194B02C08099.
In a nut shell, you enter in your sites info, click a button and it automatically starts creating sites for you linking back to your main site, links them, submits their feeds to aggregators, then submits them to high ranking sites, forums, and social sites. Awesome! It also stores the data for each run so that when new high ranking sites are added next month you can submit to those without re-entering your info.

There are many SEO tools which are made for certain purposes, Mostly I use these tools for the purpose of analyzing and not for production. I am not that confident in the Intelligence of the bots and I dont want the pain of a penalty from any SEs.
