Why sponsors cut FPA and HPA banners?

It's very inconveniently.

For example I have script that allow me to upload banner for some sponsor from the browser form. If it is one file - I can easily do it, if not - it's impossible for me because I also need to upload several files and html code for this file - it will take too much time.

But why not to give two versions of hpa banners, it's very easy to make "non-cut" version...

if a fpa size is over 300 kb do you think it makes sense not to slice it into html? And if you want to have it animated I doubt its size gonna be less.

I think there sould be different versions of fpa's, some webmasters want to use non-cut versions.
