If you want PR, you need to build links, 1 way link that is. submitting to reciprocal directories won't help, since your link will only be buried deep in their links' list.

If you want to have SE traffic then make link exchanges, buy links to your site or put links to your site from your another sites.

here is my tip
Meta keyword Tag, Title tag, meta description tag, contents in your site, incoming links from other sites, and your links to other sites, try to use the same keywords

that will make google bot to think your site is about that keyword :)
