I can tell you why an account is needed: 1. I really do not like these captas, which none can read. 2. There are features planned, that really need an account. Somehow you are right. Because i am not spamming i could do other things than accounts.

I changed it some time ago, because noone wanted to submit sites.

Currently there is no spam in there yet. If people begin spamming i am going to redo it.

I do not need to approve anything. Its approved automatically if it is worth (I have not visited your site, so I can not tell anything about your site). Currently I am working on a "speed" queue for the pages submitted over the webinterface.
