Who has thought up this trade?? For what people pay money for spamers at forums??

I'm not sure I understand your question right, but I will try to answer ;) Forums are good places to find new adverts. If someone can spam your affiliate program there why not to pay him some money. But the thread/post must be relevant to the board and look good. If it's stupid, the spammer will be banned and your affiliate program will loose a part of it's reputation.

By itself the competition exists everywhere. There are such that owners of one forum spam`s =) at a forum competing to them
