I think it depends on the website and what your trying to do. If you have low start up capital then starting your own site might be the way to go.

Definately a new one...you know what it consists of...if you take over someone else's code and shortcuts, it could take a long ass time to figure out what you have to undo in order to actually create what you want...that is, unless you know everything about code, and in that case, why would you buy someone else ended project? Maybe if the domain had a pr 10.
