I have seen some good points on Hostcats.com shared hosting services - they never sell overshared network... it looks to be a good thing.
But I need Cloud hosting..
How reliable are they in terms of cloud hosting?
How stable are they?
Any help?

Aspnix.com provides cloud hosting qualitatively.
Features include complete virtual isolation, as many dedicated IP addresses as you need, and customize server software with administrator control via terminal services.

No doubt, hostcats.com is a good option for running web sites - having checked their cloud hosting (http://cloud.hostcats.com/) deals, should say that there are many features, much resources - you will have many opportunities with cloud hosting.
Overall reliability is great, the control panel is easy to use, and useful, things work the way they say they will - basically impressed with these guys.

Yeah, both companies have nice reputation in the market, but I would choose aspnix.com web host cos I prefer to focus on something much more important, reliable web hosting and great customer service. one of my clients uses them and he is really glad. highly recommend it.

Cloud hosting .... what do you want to use them for?
Well, I suggest you to try a good alternative called rightservers.com, the company has superb reputation for providing cloud web hosting (http://rightservers.com/services/cloud-web-hosting) services.
Their network offering coupled with the use of premium Dell Hardware and Cisco infrastructure, offering increments in quality and value.

@OP: they are based in India. So I think you do not need Indian host?
